There is a city called Paris in Texas and this postmark commemorates the April 8 total solar eclipse. Paris (Texas) was in the path of totality. They actually have a sort-of replica of the Eiffle Tower. It's much smaller than the real tower and this one has a cowboy hat on top. You can see it in the postmark. The stamp on the right is a solar eclipse stamp from 2017. It's printed with thermo-sensitive ink that disappears to reveal the surface of the moon when the ink gets warm.
